Oil Sanctions Escalate, WTI Bounces Back to $60
Crude Oil Outlook: Crude oil prices rarely remain at depressed levels for long. The current rebound toward the $60 mark, driven by escalating Russian oil sanctions, will likely require further confirmation to prove its sustainability.

Key Events
- Crude prices jump to 3-week highs amid expanding Russian oil sanctions.
- The U.S. plans to expand marginal oil demand by purchasing 1 million barrels for the Strategic Petroleum Reserve (SPR).
- Pullback risks persist alongside broader market uncertainty, driven by ongoing tariff tensions and the U.S. government shutdown.
While some traders view crude oil prices as depressed and hedge for further downside, others see this as a strategic buying opportunity before the market eventually resumes its long-term uptrend — consistent with the 160-year historical rising price channel.
Interestingly, the strategic move this week did not come from OPEC, but rather from the U.S. administration, which authorized the purchase of 1 million barrels of crude oil for December and January delivery. The purchase — funded through the new tax and spending law — aims to partially refill the Strategic Petroleum Reserve (SPR).
Although the amount is symbolic compared to the SPR’s 700-million-barrel capacity and its current holdings of 408 million barrels, as per Baton Rouge business report, it still represents a signal of intent at current price levels.
Meanwhile, Russian oil sanctions continue to expand, aiming to limit war funding, which leaves the current rebound vulnerable to geopolitical headlines and potential sentiment shifts.
What is the Strategic Petroleum Reserve (SPR)?
The SPR is the world’s largest emergency oil reserve, established in 1975 to protect the U.S. from supply disruptions. Following the Russia–Ukraine conflict in 2022, the U.S. drew down the reserves to combat high gasoline prices. Now, with prices trading near cyclical lows, it appears to be a strategic opportunity to replenish reserves at attractive price levels.
When smart money steps in, in alignment with a historical long-term trend, the bias often shifts in that direction. Crude oil prices have rebounded from the $55 low back toward the $60 barrier, supported by the expanding Russian sanctions. However, with the U.S. government shutdown ongoing, economic data releases halted, and tariff risks still in play, the sustainability of this rebound will require further confirmation in the short term, as illustrated in the charts below.
Technical Analysis: Quantifying Uncertainties
Crude Oil Outlook: 3-Day Time Frame – Log Scale

Source: Tradingview
From a 3-day perspective, crude oil prices respected the $55 yearly low, aligning with extremely oversold daily momentum and the latest headlines pushing prices back toward the $60 zone.
On the weekly chart, the RSI remains in a neutral zone, consolidating near the midpoint and not yet confirming a clear bullish reversal.
Key resistance levels are identified using the Fibonacci retracement of the drop between June 2025 and October 2025, with resistance near $61, $62, and $64.40, aligning with the upper boundary of a down trending channel that has persisted since June 2025 within the broader downtrend structure from 2022.
From a weekly bias, the market still leans bearish.
A break below $55 could temporarily extend losses toward $49, or in more extreme cases, $37, before a long-term bullish rebound resumes in line with the 3-month structure shown in the next chart.
Crude Oil Outlook: Monthly Time Frame – Log Scale

From a 3-month perspective, the overall structure maintains a long-term bullish bias, supporting the strategic timing of oil purchases at depressed price levels.
A break below $55 may extend prices toward the $49 support zone, while $37 remains an extreme downside target, aligning with the bottom boundary of the 160-year channel, respected since 1860, and has only been briefly breached once — during 2020.

The DAX has surged to fresh record highs as investors continue to rotate into banks, industrials and cyclical stocks following the US midterm elections. Falling bond yields, lower oil prices and improving sentiment have supported risk appetite across Europe, helping the index move decisively above 26,000. The focus now shifts from political relief to whether earnings and macroeconomic data can justify the rally's next leg higher.
